  <dc:description>The traditional optical theory posits that when monochromatic photons traverse a static transparent medium, only the wavelength and propagation velocity change while the frequency remains constant. Although this description holds in terms of energy conservation, it exhibits logical inconsistencies regarding the relationship between energy flow density, interaction time, and photon energy. This paper, based on the VEFCF (Vortex Energy Flow Coupling Field) theoretical model, establishes a unified physical and mathematical description of photon propagation in dynamic media, with the change in Poynting vector energy flow density as the core variable.&amp;nbsp;The research demonstrates that photons propagating in dynamic media satisfy strict total energy conservation. However, due to the prolonged interaction time with the medium, the energy flow density per unit time decreases. This decrease in energy flow density directly manifests as a reduction in photon frequency and a corresponding elongation of wavelength. This mechanism naturally eliminates the internal paradoxes of traditional theory without artificial assumptions and provides a unified physical interpretation for refraction, scattering, and diffraction phenomena. The physical image presented here is more consistent with objective reality, especially in large-scale dynamic space environments.</dc:description>
