<dc:description>This report presents the technical design of the sub‑project “Research on Spectral‑Remote‑Sensing Parameter Calibration Technology for Black Soil”, under the Strategic Priority Research Program (Class A) of the Chinese Academy of Sciences, the Science and Technology Innovation Project for Black Soil Protection and Utilization. Aiming at on‑orbit radiometric degradation of satellite payloads, low operational calibration frequency and inconsistent radiometric values among multi‑source remote‑sensing data, this report reviews global progress of radiometric calibration‑site networks and automated calibration techniques. A multi‑dimensional spatiotemporal high‑frequency on‑orbit calibration system is established. Key technologies including multi‑site radiometric calibration based on global calibration‑site network, calibration relying on automated reference sites, multi‑source data processing and traceability are studied. An on‑orbit joint spectral‑radiometric calibration model for hyperspectral payloads is developed, where the POWELL optimization algorithm is adopted to retrieve spectral and radiometric calibration parameters simultaneously. Theoretical evaluation indicates that 57 global calibration sites enable calibration frequency over 12 times per year with total combined uncertainty of 4.5%, meeting the target of calibration accuracy better than 5%. It provides traceable hyperspectral data for high‑precision retrieval of soil and crop biophysical‑chemical parameters over black‑soil regions.</dc:description>
