<dc:description>How to unleash the value of data elements to optimize public environmental policies is a challenge for green transformation in the digital age. This article takes the establishment of a big data comprehensive experimental zone as a natural experiment to empirically examine the impact and mechanism of data element aggregation on the effectiveness of environmental subsidies. Research has found that the aggregation of data elements enhances the leverage effect of unit environmental subsidies on green innovation, which has a significant green governance effect on the implementation of environmental subsidy policies. Mechanism identification reveals that data element aggregation enhances the effectiveness of environmental subsidies by reducing information search costs, improving data management efficiency, and strengthening external governance effectiveness. Heterogeneity analysis shows that the above effects are observed in enterprises in heavily polluting industries, non high-tech and high environmental regulation areas, indicating that data element aggregation can alleviate resource mismatch caused by environmental regulation. Furthermore, the aggregation of data elements can also leverage environmental subsidies to promote enterprises to reduce pollution emissions, once again verifying the effectiveness of green governance. This article confirms that the aggregation of data elements can help amplify the leverage effect of environmental subsidy policies and provide a new path for public environmental policy governance. </dc:description>
